A draft of the “Jew Laws” of the coming Hitlerist State in Germany, is published to-day by the “Voelkischer Beobachter”, the chief organ of the Hitlerist movement.
Under this law, the population of Germany will be divided into classes – Germans, and subjects of the German State of alien blood. The Jews are not to be expelled from Germany, as was proposed by the Hitlerists previously, but are to remain in the country as subjects of the German Reich, in the same way as Danes, Poles or Lithuanians living on German territory. To expel the Jews or deprive them entirely of their citizenship, the paper explains, would only rouse the Jews throughout the world against Germany. The Jews will not, however, have the right to vote in elections, will not be allowed to serve in the army, although in time of war they will be called up to serve in the labour battalions behind the front, without the right of bearing arms. The Jews will also, like other alien subjects of the German Reich, be restricted in regard to movement, occupations, organisation, press and land holding.
PREVIOUS PROJECTED ANTI-JEWISH LEGISLATION.
In May 1924 a resolution was introduced into the Reichstag demanding that Jews born in Germany be referred to as aliens in all official documents, on which it should be stated that the person in question is a Jew, and in the case of baptised Jews that they are Jewish Christians. All persons to be reckoned as Jews whose ancestors practised the Mosaic faith on March 11th., 1852. Alien Jews not to be allowed to enter Germany. Those who are in Germany, to leave within four weeks, and their property confiscated by the State. German-born Jews leaving the country there-by to forfeit half their property if it amounts to less than 100,000 Marks, two-thirds if it amounts to 250,000 Marks, and four-fifths if it is over a million. Jews not to be allowed to occupy any positions in public life, including positions as solicitors, directors of theatres, cinemas, or newspapers: Jews to have no vote nor to be eligible for election. Jews not to be permitted to enter the army or navy, instead of which they would be required to pay a special defence tax.
German schools and universities not to be allowed to admit Jewish students. Newspapers in which Jews are employed, or which have Jewish proprietors or part proprietors, to state the fact at the head of the front page, together with a representation of the Shield of David. Jews not to be employed in any State enterprise, such as railways, tramways, gasworks, electricity works, water-works, etc. No land to be sold to Jews. In all trade directories the fact to be stated against the name of the firm if the proprietor or a partner is a Jew or Jewish Christian. Cheques and bills issued by firms having a Jewish proprietor or Jewish partner to state the fact on the cheque or bill, together with a representation of the Shield of David. Jews and Jewesses expelled from Germany who return to the country to be hanged forthwith.
The same year the Hitlerists demanded a referendum on the following five proposals: (1) all East-European Jews who entered Germany after November 9th., 1918 to be expelled; (2) all Jews who entered Germany after August 1st., 1914 to be expelled; (3) the possessions of all Jews expelled to be confiscated and the confiscated funds to be used for paying compensation to war-loan holders and savings bank holders who have lost the value of their holdings; (4) those Jews allowed to remain in Germany to be placed under alien regulations and treated in the same way as subjects of foreign States; (5) a special Jew law to be drawn up and enforced.
The Hitlerist fraction in the Thuringian Diet, in which State the Hitlerists are now the strongest group in the Government, introduced in 1926 the following six Jew Laws, as they were termed, for consideration by the House.
(1) Law not to allow Jews to be teachers at State and Municipal schools or at the State University. A Jew for the purposes of this law is any person whose grandparents on either side had any blood relations professing the Mosaic faith, whether afterwards baptised or not; (2). law not to allow Jewish students of either sex at State or municipal institutions or schools; (3) law not to allow Jews to be appointed as doctors at State or municipal institutions or sick funds; (4) law not to allow Jews’ to be judges or notaries; (5) law for the prohibition of Jewish trading in cattle or corn; (6) law for the prohibition of Shechita.
The present Reichstag, elected last September, in which the Hitlerists with 107 Deputies are the second largest Party, has already had up for consideration a bill introduced by the Hitlerists to confiscate the possessions of all East-European Jews living in Germany since 1914, and to deport them and their families.
