Sweeping powers to prohibit, restrict and regulate transfers of land in any part of Palestine, thereby implementing an important provision of the British White Paper, were delegated today to High Commissioner Sir Harold Alfred MacMichael in an amendment to the Palestine Order-in-Council published in the official Palestine Gazette.
The amendment provides that the regulations may be made retroactive to May 15 and further empowers the High Commissioner to: 1) limit the application of regulations to transfers between Arabs and Jews, or from Arabs or Jews to others, or from Arabs or Jews to corporate or non-corporate bodies; 2) invalidate transfers contravening the regulations; 3) prescribe penalties for violations.
