William Rogers, a former U.S. secretary of state who proposed an unsuccessful Middle East peace plan after the 1967 Six-Day War, died Tuesday at 87. Both Israel and Egypt rejected the so-called Rogers Plan, under which Israel would have withdrawn to its prewar borders with minor modifications.
