The working group on Jerusalem of the U.N.?usteeship Council today completed the first phase of its general discussions and ?journed until Jan. 5, at which time it will receive two draft sections of the city ?arter which are being prepared by a group of experts.
The last decision the working group took today was to authorize the governor of Jerusalem to assume responsibility for the Holy Places and religious shrines not only in Jerusalem, but in the Arab and Jewish states.
