World Jewish Congress Asks U.N. for Speedy Adoption of Convention of Genocide

The World Jewish Congress submitted a memorandum yesterday to the United Nations Economic and Social Council asking for a speedy adoption by the U.N. of a convention on genocide which provides for the outlawing of mass-extermination such as was carried out by the Nazis.

“We believe that the convention should make genocide an international crime, punishable by an international authority whether committed during peace or war,” the memorandum said. It also recommended that the measure on genocide be coordinated with and not be permitted to overlap into the field of human rights, which is within the special province of the Commission on Human Rights.

The U.N. Economic and Social Council yesterday decided to postpone the next meeting of the Human Rights Commission until after the adjournment of the General Assembly which is slated to convene at Flushing Meadows, Sept. 16. The meeting was originally scheduled to take place in Geneva Aug. 28.
