Jewish sources in the Soviet Union reported Friday that Valery and Galina Panov submitted a new application for an exit visa and promptly received another refusal. No reason for the refusal was given. The sources also reported that the harassment of Margarita. Shpilberg continues. Mrs. Shpilberg, the wife of Arkady Shpilberg who was sentenced in Riga in May, 1971 to three years’ strict labor, was told by Riga housing authorities that she must vacate her flat. In her appeal to various authorities, Mrs. Shpilberg wrote that it was illegal to force her out and that she considered it an act of persecution.
