The Zionist Actions Committee today unanimously decided to launch a national loan among Jews in countries outside of Israel “in order to meet the needs of the fatal hour.” The world Zionist executive has been instructed to work out the details of such a loan to be floated soon throughout the world.
The sub-committee on organizational matters, which is to submit recommendations on fund raising, today presented a resolution to the plenary session of the Actions Committee urging that a special arrangement be made with respect to Zionist fund-raising for the Jewish year 5709, which starts next month. The resolution suggests:
1. For the campaigns in the United States, Britain and Canada, where the Keren Hayesod and the Jewish National Fund will continue their fund raising as hitherto, the basis of the distribution of funds remains unchanged.
2. In other countries combined emergency drives will be conducted solely for the year 5709 on behalf of Israeli defense, Jewish National Fund, Keren Hayesod and Youth Aliyah. After deducting for the Youth Aliyah a sum equivalent to what was obtained during the last campaign in each respective country, the proceeds will be distributed as follows–fifty percent for defense, while the Jewish National Fund and the Keren Eayesod will each receive twenty-five percent. The J.N.F. will, in addition, continue its traditional collections.
3. All other Zionist drives recognized by the World Zionist Congress and not included in the united emergency campaign will coordinate their efforts in consultation with the emergency campaign.
Moshe Kolodny, General Zionist Laborite who heads the Youth Aliyah movement, reported to the Actions Committee that in the last 15 years some 30,000 children have been brought to Palestine, The organization, he disclosed, is now supporting 12,000 children and youths at an annual expense of $10,000,000. He said that the next task facing the youth immigration organization is bringing Jewish children from Arab countries and Rumania to Israel. He appealed to women throughout the world to assist in the humanitarian task of the Youth Aliyah.
Two immigrant vessels arrived in Haifa from Europe this morning, it was reported here. Yesterday some 1,200 immigrants who arrived aboard the steamer Aviona were disembarked under the supervision of U.N truce observers.
It was reported here today that Egypt is mobilizing German prisoners of war detained on her territory into a secret semi-military organization designed to be used against Israel. A large number are now receiving military training in a camp near Gaza, with the knowledge and assistance of the British.
