Yasser Arafat informed President Clinton during a telephone conversation Wednesday that he has rejected Israeli Prime Minister Ehud Barak’s plan to link implementation of the Wye agreement with the start of final-status talks. The Palestinian Authority chairman conveyed his opposition one day after he agreed during a meeting with Barak to take two weeks to review the Israeli premier’s plan. Both sides are now expected to attempt to summon international support for their respective positions.
