Yasser Arafat is trying to restore calm in the territories, but so far has failed to do so, Israel’s prime minister said Monday. Ehud Barak told reporters that if the Palestinian Authority president is unable to control the situation, Israel will have to reassess his ability to be a partner in peace talks.
