Yasser Arafat referred to eastern Jerusalem as “occupied territory” that Israel has to return under the terms of past U.N. Security Council resolutions. The Palestinian leader made the comment at the end of a donors conference in Washington that netted the Palestinian Authority pledges of more than $3 billion in aid from 50 countries and international organizations.
