Yasser Arafat said a decision by Palestinian groups to suspend attacks on Israelis was imminent, but Palestinian terrorist groups denied it. Speaking to reporters in the West Bank city of Ramallah on Thursday following talks with the Irish foreign minister, the Palestinian Authority president said that he expected an official agreement on a cease-fire to be announced in the coming hours. But members of Hamas and Islamic Jihad said such an announcement could be made only in the next few days.
