Ambassador Andrew Young of the United States and Secretary General Kurt Waldheim are against a formal meeting of the Security Council to discuss the situation in south Lebanon, it was learned here today.
Young and Waldheim held separate meetings over the weekend with Chaim Herzog, Israel’s Ambassador to the United Nations, to discuss growing pressure by extremist Arab countries and the Palestine Liberation Organization for convening the Council. The PLO and its supporters are disgruntled over the fact that no final date has been set for a total Israeli pullback from south Lebanon. In addition to a renewed call for an immediate Israeli withdrawal, the Arab extremists want the Council to condemn Israel for its invasion of south Lebanon.
Informal consultations by members of the Council were scheduled to continue this week, with renewed requests from Kuwait, which is a member of the Council, to convene an open meeting. But diplomatic sources here said that a meeting this week is unlikely since Waldheim, the U.S. and the rest of the Western Council members deem a meeting now unwarranted in view of Israel’s withdrawal thus far from south Lebanon.
