Cooperation between the United States and the Soviet Union in the United Nations to bring about peace and disarmament in the Middle East was urged here today by Jacques Torczyner, president of the Zionist Organization of America, who addressed a meeting of the organization’s national executive committee.

Taking note of the observance today the 20th Anniversary of the United Nations, Mr. Torczyner said that the observance of this momentous occasion “has been marred by the overwhelming defeat a few days ago of an amendment submitted by the United States and Brazil specifically condemning anti-Semitism as part of a draft U.N. Convention on the Elimination of Racial Discrimination.”
