A conference of Zionist leaders from Israel and abroad will be held here at the end of February to discuss proposals adopted at the plenary session of the Jewish Agency executive, which ended yesterday, regarding the future structure and program of the World Zionist movement. Those proposals call for an expanded Jewish Agency which will enlist the support of all sections of the Jewish people on behalf of Israel, and for the creation at the same time of an elite group within the movement, made up of Zionists personally committed to aliyah-immigration — to Israel.
Aryeh Pincus, chairman of the Jewish Agency executive, summed up the plenum proceedings yesterday by observing that there is no contradiction between working for aliyah on the one hand and fostering Jewish education in the Diaspora. The Zionist movement, he said, must not be restricted to the exclusive few who are willing to undertake the personal obligation of aliyah. It is still the only organization capable of serving as a bridge between Israel and the Diaspora.”
The “exclusive few,” however, will be accorded “preferred status” under the new proposals, which call for the establishment of a “personal” or “practicing” Zionist movement. The February meeting will be attended by 30 Zionist leaders from abroad, and 15 to 20 Israelis. It will last three days.
