A blue print is being prepared for setting up a civil administration and a security force of the projected Jewish state in Palestine, Dr. Emanuel Neumann, president of the Zionist Organization of America, reported tonight at a meeting of the Z.O.A. national executive held at Hotel Biltmore.
This plan, Dr. Neumann said, will be ready to be put into effect on short notice “with the cooperation of the United Nations.” Assuming that the United States representatives at the U.N. take the lead in bringing about “a just solution” of the Palestine problem, the Z.O.A. president declared, steps will be taken immediately to put into effect the following three principal measures looking toward the establishment of a Jewish state:
1. The setting up of a provisional Jewish administration; 2. The formation of an adequate security force; 3. Immediate financial assistance through the launching of an international loan and other measures.
Dr. Neumann said that whether or not a two-thirds vote in the General Assembly will actually be cast in favor of the majority report of UNSCOP, now depends almost entirely on the attitude of the United States Government and the American delegation. “It lies in their hands. They can make it; they can break it,” he reported. Alluding to the expected statement by the United States representatives on the American position before the U.N., Dr. Neumann warned that to achieve a positive result it will not be sufficient for the American delegation to give “a belated, half-hearted and reluctant approval.” Such an attitude, he said, could not fail to be interpreted by many diplomats as an invitation to scuttle the proposal.
