League Moves to Succor Russian Refugees

The Jewish World Relief Conference, the Union of Russian “Zemstvos” and the Russian Red Cross have jointly petitioned the Council of the League of Nations to give some thought to the position of the Russian refugees in various parts of Eastern and Central Europs. Particular attention is called in the memorandum to the position of the refugees in Roumania and Poland, these Governments having again commenced to expel the wanderers.

The J. T. A. learns that as an aid to the movement of the refugees, most of the Governments, including Germany, have adopted the proposal of the High Commissioner of the League of Nations to grant the refugees certificates of identity to take the place of the passport. Steps are also being taken to establish Refugee bureaux in Poland and Roumania similar to that existing in Constantinople.
