David C. Berger, of Virginia, and Maurice W. Altaffer, of Ohio, are among those of the American Consular Service listed as promoted by an order of the State Department just issued.
Berger who is now vice consul and interpreter at Shanghai is appointed to same position at Tientsin. Altaffer who is now vice consul and clerk at Stuttgart is promoted to be vice consul de carriere of class 3 and assigned vice consul there.
