To eliminate annual drives for funds and to shift the financial responsibility from wealthy individuals to the congregations, the Budget Appropriation Committee of the Union of American Hebrew Congregations at a meeting yesterday in the Harmony Club formulated a plan whereby the congregations shall contribute a percentage of their total annual income to support of the Union.
