That the League of Nations has no right to cancel the mandate of any country, without the consent of the power to which the mandate was entrusted by the League, is the opinion of the New Zealand Government, submitted to the Council of the League of Nations.

In this opinion, the New Zealand Government is in agreement with the Australian Government, which has already gone on record in the matter.

According to the opinion of the New Zealand Government, the mandated territory is responsible for the payment of the expenses incurred by the mandatory power.
