Representatives of the Fifth Avenue Association, Midtown Association and property holders in the Pennsylvania Terminal district, appeared at a public hearing yesterday at City Hall before the Committee on City Plans of the Board of Estimate, of which Borough President Julius Miller is the chairman. The delegation asked that new clothing factories be prohibited from opening on Fifth Avenue and the adjacent streets between 23rd and ##th.

These organizations are supported in their demand by John D. Rockefeller, J. P. Morgan and others. They also demand the exclusion of clothing factories from Park Avenue between 23rd and 52nd Streets.

Borough President Miller will submit these demands to the Board of Aldermen.
