Official Proclamation Announces a New Era of Peace for Syria

The prospects of peace in Syria loomed large with the issuance of an official proclamation concerning the new state of affairs in Syria, despatches received here today from Beirut state.

The proclamation outlines a program of reconstituting the Syrian government as a sovereign state with a constitutional assembly. A treaty similar to that concluded between Iraq and England is to take the place of the present French mandate over Syria. The treaty is to be effective for 30 years. A Syrian national army is to gradually replace the French army. The Syrian government is to have its own diplomatic representatives abroad and to be enabled to issue a gold currency. At the close of the 30 year period. Syria may be enabled to join the Leadue of Nations. An amnesty for political prisoners and indemnity is to be granted by the French government.

Henri de Jouvenel, the French High Commissioner, is expected to proceed to Paris on May 27.
