Radical Zionists Hold Berlin Conference; Reiterate Stand on Agency

A demand that the Mandatory Power in Palestine replace its passive policy of carrying out only the purely administrative duties in the country, by a policy of active support of the Jewish upbuilding work in Palestine, was made at a Conference of the Federation of Radical Zionists which held its sessions here. The Conference was attended by Deputy Isaac Gruenbaum and Dr. Lifshitz of Poland, Mr. Robert Stricker of Vienna, Dr. Nahum Goldmann, Dr. A. Olschwanger and Dr. M. Soloweitschik of Berlin and Dr. Margulies of Czecho-Slovakia.

The resolutions adopted stated:

“The Federation of Radical Zionists regards the present political position of Zionism as being in the highest degree unsatisfactory. It regards the non-fulfillment of the most important political demands of the Zionist Organization by the Mandatory Power and the unsatisfactory reply of the Mandates Commission of the League of Nations to the complaints of the Jewish Agency and the Vaad Leumi as the symptom of a grave political situation. The Federation of Radical Zionists therefore places on record with particular satisfaction that the Actions Committee at its last meeting ranged itself unanimously in support of the political conception previously opposed by the majority of the movement, namely, that the Mandatory Power must in place of its policy pursued up to the present of carrying out only the purely administrative duties in Palestine, adopt a policy of active support of the Jewish upbuilding work in the country. The Federation of Radical Zionists regards it as essential to declare that the policy of the Zionist Executive has so far not been moved in the direction of this demand and it definitely awaits that the Executive will now orientate its policy in this way. It will be the duty of Zionist public opinion to see to it that the resolution of the Actions Committee is carried out by the Executive in all its implications and that negotiations with the Mandatory Power are started at once with a view to the realization of the demands of the Actions Committee.”

“The Federation of Radical Zionists is convinced that the present crisis in Palestine is definite proof that the process of upbuilding the country is possible only in the form of a systematic and consciously directed colonization aiming at the permanent rooting in of the immigrants on the land and in the productive activity of the country. The immigration and colonization policy of the Executive during the past year was not carried out in a systematic manner. The Federation of Radical Zionists demand that in addition to summoning up all the forces of the Zionists and the Jewish people as a whole for the purpose of overcoming the crisis, especially by the raising of much larger sums of money, there must above all be a central regulation and a conscious direction of immigration to Palestine.”

“In regard to the question of the Jewish Agency and Dr. Weizmann’s intention announced to the Actions Committee to take up again in the Autumn the negotiations in America for the extension of the Jewish Agency, the Federation of Radical Zionists declares that it holds fast by its previous fundamental opposition to the project of the extension of the Jewish Agency in the form at present planned. Developments during the past year have shown the complete futility of the efforts made to carry through this policy; the fact that this policy has not yet been completely abandoned signifies a further damaging of the Zionist movement and a diminution of its will to fight within the Jewish people. The Federation of Radical Zionists will make all efforts to fight against any artificial extension of this mistaken policy.”
