Measures to facilitate the conditions of emigrants enroute were considered at a special committee meeting of the League transit commission held here.

Transit cards are planned for emigrants as was suggested by the second passport conference held in Geneva in May. The Conference recommended that the formalities of issuing identity papers and visas to emigrants travelling in Europe and to overseas countries be simplified. The commission was invited to draft an agreement concerning the substitution of consular visas by transit cards which will be issued by the navigation companies.
