A protest against the system of identification cards for newly arrived immigrants was addressed by Congressman La-Guardia of New York to Secretary of Labor Davis.

An official reply by the Secretary is expected upon his return to Washington tomorrow. W. W. Husband, Assistant Secretary of Labor, in an interview with the representative of the Jewish Telegraphic Agency evpressed surprise at the protest.

There is absolutely no justification for the charge of Congressmen La-Guardia and Dickstein that the identification card system means the registration of aliens or a Czaristic passport system, the Assistant Secretary stated. The identification card system has been inaugurated only to help the alien by providing him with evidence of his legal admission.
