Failure of the Latvian police to protect the lives and property of Jewish residents in the village of Rugay against the terror of a band of hooligans compelled the Jewish community to address an appeal to members of Parliament. The Minister of Interior, presented with the facts, promised to order an investigation and to punish the hooligans.
Armed with sticks and stones, the hooligans, during the last several days, systematically attacked Jewish houses in Rugay, smashing the windows and beating the inhabitants. A number of Jews were injured.
