Lord Passfield, Secretary for the Dominions, is engaged on an examination of the Balfour Declaration in order to ascertain exactly what interpretation is to be put upon it, the diplomatic correspondent of the London “Daily Telegraph” learns. Questions on this subject are likely to be raised as soon as parliament meets and Lord Passfield desires to know exactly how far the country is committed by the Balfour Declaration, the correspondent declares.

The Parliamentary Commission of Inquiry will be concerned only with causes of the recent outbreak and not with questions of general policy.
