Subsidies will be withheld from all Jewish schools in Warsaw which do not require the pupils to have their heads covered while receiving instruction in Bible subjects. A decision to this effect was reached by the Executive of the Warsaw Kehillah, on the motion of the Agudath Israel, Orthodox organization.

A storm of protest arose when the Kehillah announced its decision not to pay out subsidies allotted in its budget unless this provision is met. A delegation of the Central Executive of the Yiddish Schools in Poland, secular schools appeared before the Kehillah demanding that the subsidies be granted.
