Dr. M. Ruppel, well-known German colonization expert, has been nominated by the Council of the League of Nations to fill the vacancy on the Mandates Commission. The vacancy has existed since last January when Dr. Ludwig Kastl, the German member, resigned to devote himself to other duties.
