Dr. Voyislav Marinkovitch, foreign minister of Yugo-Slavia, was today named rapporteur on mandates to the Council of the League of Nations. Dr. Marinkovitch succeeds Hjalmar Procope, foreign minister of Finland, who is no longer a member of the Council.
