“The punishment must fit the criminal rather than the crime,” said David Marcus, deputy commissioner of Corrections, who spoke before 100 members of the Brooklyn branch of the National Council of Jewish Women at 285 Schermerhorn street yesterday afternoon.

The lecture on “Welfare Island and Prison Reform” is the second in a series on the modern trends in government, given under the auspices of the Brooklyn council every Wednesday afternoon.

The audience sat tense and quiet while Mr. Marcus related impressions received on the raid on Welfare Island. He spoke of the evils discovered and of the reforms which the department of correction is trying to put into effect. The plan provides for proper segregation of prisoners, decent hospitalization and well organized vocational training.
