The Palestine government will shortly announce important steps leading to the constitution of an advisory council of civilians which will act as a “lower house” alongside the present official advisory council, it was learned here tonight.
The action will serve as a stepping stone to the creation of a legislative assembly in the near future. The new body will have three officials among its membership, in addition to the civilians. No conflict with Palestine’s international obligations as a result of the move is foreseen.
Iton Meyuchad, independent Tel Aviv daily, states tonight that the new council will be appointed on the basis of nominations by municipalities of their most representative and moderate citizens, from among whom High Commissioner Wauchope will select the persons who will make up the council.
It is learned reliably that questionnaire forms have been printed and will be sent out to the municipalities soon. There will be no elections at this time, it is understood, but a body is to be formed, representative of the municipalities, which later may be converted into a legislative assembly based on popular elections.
