Anxiety prevailed today in Jewish trade circles as a result of the proposal by the authorities that every trader undergo a special examination to prove that he is qualified to be a merchant.

Jewish merchants see in this plan a new scheme for ousting a number of Jews from commerce by simply disqualifying them an unfit for trading.

The plan to institute special examinations for merchants was already discussed in government circles last year but was dropped due to Jewish protests.
