Mrs. Justine Wise Tulin, daughter of Rabbi Stephen S. Wise, was yesterday sworn in as justice of the Domestic Relations Court at ceremonies in City Hall. She is the first woman in the State to hold a judicial post higher than magistrate.
Mayor LaGuardia, who swore in Mrs. Tulin, lauded her for her work as assistant corporation counsel in charge of the Workmen’s Compensation Bureau in the law department.
“You have rendered a very valuable service to the City of New York,” the Mayor said. “You have re-established and rehabilitated the workmen’s compensation department in saving hundreds of thousands of dollars that formerly went to medical politicians.
“You cleaned that out and did a fine job.
“I may not keep you in this court for very long, but for the present it needs your vision and your understanding. I know you’ll make good.”
TERM IS FOR 30 DAYS
Mrs. Tulin, who is thirty-two years old, thanked the Mayor simply for the appointment.
Her term will last thirty days after which it is believed that she will be appointed to succeed Justice Samuel D. Levy who has announced he will retire.
Mrs. Tulin said she had made no definite plans for changes in the court procedure. “My first job,” she said, “is to find out all about my job.”
Asked about her opinions on how the court should be run, she said, “Ask me that again in a few months.”
Mrs. Tulin’s last job was as legal assistant to Oswald W. Knauth, city relief administrator.
AUTHORITY ON COMPENSATION
She is known for her interest in labor and is regarded as an authority on workmen’s compensation law. Mrs. Tulin is a graduate of Barnard College and Yale Law School.
After her early studies at Radcliffe and Bryn Mawr, she left school, changed her name and became a factory worker in the silk and woolen mills of Paterson and Passaic, N. J., in order to gain firsthand knowledge of labor conditions.
Her experiences in the mills have made her an ardent champion of social legislation and reform.
She is the widow of Prof. Leon Arthur Tulin of Columbia University, who had been one of her instructors at Yale.
Mrs. Tulin resides with her father and her son, Stephen Wise Tulin, 5, at 23 West Ninetieth Street.
