Sir Herbert Emerson, League of Nations High Commissioner for refugees and director of the Intergovernmental Refugee Committee, arrived here Thursday and has been conferring with Dr. Max Gottschalk, prominent Belgian Jewish leader, and other representatives of refugee organizations. Sir Herbert also visited the Belgian Ministry of Justice and conferred with officials in charge of aliens control. Later he inspected a refugee colony near Antwerp and a retraining school maintained by the local refugee committee.
