The Palestine problem should be settled through close cooperation of Britain, the United States and the Soviet Union, Hugh Dalton, president of the Board of Trade, said last night, addressing the Labor Party conference being held here. Declaring that the Palestine question did not concern only Britain, Mr. Dalton, who spoke for the party’s executive committee, said that collaboration by the Big Three might solve the entire Middle East problem, but stressed that “a free, happy prosperous Jewish state,” must be part of any solution.
