A spokesman for the French Foreign Office yesterday announced that the Anglo-French talks on emigration from Europe dealt with the movement of all foreigners, not just the Jews. He asserted that the French policy was not changed by the talks, which lasted only 70 minutes.

An international conference on safety at sea got under way here yesterday. It is not expected to deal with the problem of emigration at all.
