The lifting of the State Department embargo against exports of arms and munitions to Palestine was urged today by Representative Emanuel Celler of New York, in a speech in the House of Representatives.

Declaring that the American embargo “has the effect of nullifying our affirmative action at the United Nations” for partition, Celler said that the United Stated has a great responsibility which cannot be shirked. “Neutrality,” he stated, “is inconsistent with our action at the U.N. In this instance it is no neutrality because the Arab Countries, being sovereign states, can procure arms from many sources. The Jewish state is not sovereign and therefore cannot negotiate on the government level.”
