The Israeli Government has notified Dr. Julian Hurley, director-general of the United Nations Educational, Scientific and Cultural Organization, that no Israeli observer will be seat to the UNESCO conference convening at Beirut on Wednesday. Dr. Hurley had invited Israel to send a representative. The Jewish Agency was represented at the previous UNESCO meeting in Mexico City.
