Israel and Syria Plan to Modify Armistice Provisions; High Officers to Meet Today

Certain provisions contained in the Israeli-Syrian armistice pact will be modified “in light of the prevailing circumstances,” it was learned here today following an announcement by a military spokesman that members of the Israel and Syrian General Staffs will meet tomorrow at the Syrian frontier to discuss matters pending between the two countries.

The high ranking officers will also examine the dispute between Israel and Syria over Israel’s draining the swamps in the demilitarized zone of the Huleh region. Syria opposes the reclamation work, which has already been started by Israel, while Jewish representatives made it clear to the armistice commission that Israel intends to resume the drainage project today, despite Syrian opposition.

Col. Bossavy, United Nations chairman of the Israel-Syrian armistice commission, appealed to Israel authorities to postpone resumption of the work for another five days in order to give him more time to study the problem. The $16,000,000 reclamation project, which is being financed by the Jewish National Fund, would add 15,000 acres of fertile soil to Israel’s farm lands.

The project is part of the overall Palestine development scheme proposed by Dr. Walter Lowdermilk, noted American reclamation expert. The J.N.F. is raising a special fund of $6,000,000 in the United States for this project. The project is expected to take three years to complete.
