Percy Bengough, president of the Trades and Labor Congress of Canada, appealed to the Federal Government to halt immigration during the winter off-season. Speaking before 4,000 delegates of the Ontario Federation of Labor meeting here, Mr. Bengough proposed that immigration be governed by the employment service of Canada. He pointed out that labor was not opposed to immigration, but he insisted that the influx be regulated to the ability of the country to absorb new citizens.
