The bill conferring special status on the Jewish Agency and the world Zionist movement will be reintroduced by the Israel Government early next month on the reconvening of Parliament, Dr. Nahum Goldmann, Jewish Agency chairman, reported last night.
He told a conference of American and Canadian members of the Zionist General Council, supreme authority of the Zionist movement between World Zionist Congresses, he was confident the bill would be enacted into law before the Council meets in Jerusalem Nov. 20.
The Jerusalem session will consider proposals for the structural reorganization of the World Zionist movement on a country by country basis, he announced. Such reorganization, he said, was long overdue because the establishment of the State of Israel had reduced the importance of Zionist parties outside Israel. He called for organization of Zionist federations in each country to which the various parties would surrender some of their autonomy.
In the United States, he said, the federation principle would have to be applied in more modified form and additional responsibilities would be vested in the American Zionist Council.
Dr. Goldmann will leave for Israel this week-end in connection with preparatory work for the plenary session of the Jewish Agency Executive in Jerusalem on Nov. 11.
