Rabbi Irving Miller, president of the Zionist Organization of America, has met with Progressive leaders in an attempt to iron out differences between the Progressives and the General Zionists. However, the attempt failed and the Progressives complained that the Z.O.A. is completely under the domination of the General Zionists.
