Louis D. Horwitz, representative of the Joint Distribution Committee in Tunisia, was decorated by the Bey of Tunis with the Order of Victory in recognition for the relief work he conducted for the Jews in Tunisia since 1949. Mr. Horwitz was transferred earlier this month from his post in Tunis to Paris where he heads the migration services of the JDC at its European headquarters here.
