The Arab League opposes the internationalization of Jerusalem except under certain specific conditions, among which is the repatriation of the Palestine Arab refugees, it was reported here today from Cairo, where the Arab League Council is meeting. The conditions were outlined in a memorandum prepared by the League’s Secretariat.
The League also approved a proposal drawn up by Arab specialists for the development of the River Jordan and its tributaries. The plan is aimed at replacing the regional development scheme offered by Eric M. Johnston, President Eisenhower’s personal envoy. The Arab scheme, which would eliminate Israel participation in regional development, was called beneficial to the Arabs and was said to “preserve” their rights.
