Sen. Herbert H. Lehman today introduced legislation to oust Scott McLeod, State Department security chief, as administrator of the Refugee Relief Act of 1953.

He branded the administration of the program as a “bureaucratic nightmare” and charged that Mr. McLeod had taken the position that the fewer refugees admitted the better. He proposed that the program be taken away from Mr. McLeod and turned over to a fulltime administrator responsible only to the Secretary of State. He also denounced Edward J. Corsi’s ouster as “unfortunate and regrettable” and said Secretary Dulles should be required to account for it.
