Gov. W. Averill Harriman of New York declared his opposition today to the arming of the Arab states as long as there is no peace in the Middle East. The visiting Governor made his statement to newsmen upon his return from a brief visit to the Old City of Jerusalem, in Jordan territory.

Gov. Harriman called on the United States Government to do everything possible to bring about peace between Israel and the Arab states and expressed the hope that the current American-Israel-Arab negotiations on the Johnston plan for development of the Jordan River would be successful. He met today with Defense Minister David Ben Gurion. Last night he was received by President Ben Zvi.
