Israel complained to Secretary-General Dag Hammarskjold today that Egypt had “deliberately” begun a new series of “acts of belligerency” inside Israel territory through acts of murder and sabotage by gangs of Fedayeen, “trained and directed in Egypt, operating from Jordanian territory.”

In its letter, signed by Israel’s delegation chairman, Abba Eban, Israel listed a series of outrages between December 3 and December 15. The letter pointed out that the Cairo radio boasts about the outrages and has threatened more raids by Fedayeen, in the Sinai Desert and in the Negev, unless Israel withdraws its armed forces from those points “speedily.”

Declaring that Israel “takes the gravest view” of these acts, Mr. Eban wrote the Secretary-General that “these acts must inflame the tense situation in the area, and merit your urgent attention and that of the General Assembly.”
