Dr. Walter C. Lowdermilk, American soil conversation expert, was made an honorary member of the Israel Engineers Federation last night at a farewell function before his departure for home. Dr. Lowdermilk, long-time friend of israel and chief architect of its water development network, hailed Israel’s achievements and admonished Israeli planners to take special soil conservation precautions with the establishment of each new settlement.
