A British Foreign Ministry spokesman said today the delivery of Russian submarines to Egypt “cannot but increase tension in the Middle East.” He said the development was “much to be regretted.”

The feeling of the British Government is that the Soviet transfer of submarines to Egypt may well lead to further Arab-Israel trouble as did the arms which Egypt received from Moscow last year. Both developments, it was pointed out, upset the balance of power.
