The Soviet Union told the United Nations Educational, Scientific and Cultural Organization in a memorandum today that it should have assessed against Israel “a little extra” to a fund being raised for saving the ancient Nubian monuments being threatened with flooding by the construction of the Aswan High Dam in Egypt. Israel had declined to pay its assessed share, estimated at between $80,000 and $86,000.
